Attorneys-at-law Aivar Pilv, Jaak Siim and Marko Pilv successfully defended Tallinn city officials
Attorneys-at-law Aivar Pilv, Jaak Siim and Marko Pilv of the LEADELL Pilv Law Office successfully defended four former and current officials of the Tallinn city in the criminal case of so-called hidden election advertisements where the city authorities were suspected to have facilitated the acquisition of city budget funds. According to the suspicion, the accused city officials provided physical and mental assistance by ordering advertisements using the Tallinn city budget immediately before local government elections of the year 2013 and presenting the ads in various city districts. Based on the evidences gathered in the criminal proceeding, the posters of informative campaigns that turned out to be political advertising, were targeted to advertise the politicians of the Estonian Central Party before the elections in order to increase their popularity and the number of votes in the elections.
The defenders submitted applications to the State Prosecutor’s Office for the termination of criminal proceeding regarding the defendants due to the lack of criminal features in their activities. The prosecutor agreed with the standpoint of the defenders stating that the activities of the defendants cannot be handled as the facilitation of acquisition. Therefore the criminal proceeding initiated against these city officials was terminated.
